SASSA Foreign National Eligibility 2026: New Guidelines for Special Permit Holders
A frequent question in the latest SASSA news 2026 concerns the eligibility of foreign nationals for social assistance. Following recent court rulings and policy updates by the Department of Social Development, SASSA has clarified the requirements for non-citizens residing in South Africa.
Who Qualifies for SASSA Grants?
While the majority of grants are reserved for South African citizens, certain categories of foreign nationals are eligible for the social relief of distress grant (SRD R370) and other specific assistance:
- Refugees: Individuals with valid refugee status recognized by the Department of Home Affairs.
- Asylum Seekers: Specifically those with valid permits under the Refugees Act.
- Special Permit Holders: Including those under the Zimbabwe Exemption Permit (ZEP) and Lesotho Exemption Permit (LEP), provided they meet the income criteria.
Required Documentation
To apply, foreign nationals must provide:
- A valid File Number or Permit Number issued by Home Affairs.
- Proof of residence in South Africa.
- A registered mobile phone number.
The Means Test for Foreign Nationals
Just like citizens, foreign nationals must pass the means test. For the SRD grant, your monthly income must not exceed R624. SASSA conducts monthly checks to ensure beneficiaries do not have other sources of income, such as UIF or NSFAS.
